The PhilRES Bylaws as Reviewed and Consolidated for Amendment during the RGV Administration

 

PREFATORY REMARKS:

 

After the approval by the National Directorate of the proposed Amended PhilRES Bylaws submitted by its Bylaws Review & Amendments Committee, the proposed amendments were presented to the presidents of the PhilRES chapters who attended the PhilRES Leaders’ Summit that was held at the World Trade Center on September 5, 2014, on the occasion of the REHUB Real Estate Expo.

The same proposed amendments were likewise posted on the PhilRES website for wider dissemination.

The National Directorate agreed to extend the period for the submission of additional inputs to the proposed amendments by concerned parties by another week from the date of the Leaders’ Summit.

Pertinent inputs were received from the following (names with coded initials):

1. Engr. Willy L. Segovia (WLS);2. Various PhilRES Chapters that submitted Joint Inputs, namely, PhilRES- Cagayan de Oro (CDO), -Cebu (C), -Mactan (M), & -Quezon City (QC); 3. PhilRES-La Union (LU); and4. PhilRES-Las Pinas (LP)

National President Rodolfo G. Valencia constituted a 7-man Technical Working Group (TWG) to assist him in collating, assessing, and consolidating the various inputs that could be integrated with the already approved amended bylaws without substantially revising the months-long work of the Bylaws Review and Amendment Committee.

 

The Technical Working Group was guided by the following guidelines:

1. Ensure that the bylaws are easy to read, understand, and implement.

2. Limit the bylaws to matters of a regular and enduring nature. Leave matters that are subject to changing circumstances to Board resolutions, executive orders, or policy guidelines that can easily be revised as circumstances warrant, without need of the more complex process of amending the bylaws.

3. For the comments and inputs sent in and to be considered for inclusion in the final amended bylaws, the TWG classified such comments and explanations as ACCEPTABLE, UNACCEPTABLE or UNNECESSARY, or DEBATABLE (for further consideration by the Board).

4.  The consolidated suggestions that were found deserving of inclusion in the final amended bylaws were the re-submitted to the National Directorate for their approval.
